Social & Affordable Housing Fund – A quick summary

  • Phase 1 is for 3,000 units of social and affordable housing
  • Minimum 70% is required to be social housing
  • Anyone expressing interest must bring their own land
  • Funding will be in the form of a service agreement to
    • provide accommodation services for 25 years ($s have not yet been announced)
      • Funding does not buy a dwelling; funding buys access to accommodation
      • Funding is to see a net increase of social and affordable housing stock
    • Asset and tenancy management
    • Tailored support coordination
    • Monitoring, data collection, assessment reporting
    • Overall it will be an OUTCOMES based approach
  • EOI’s must be for a minimum number of:
    • 500 units of housing for Sydney metro areas
    • 200 units of housing for regional areas
    • Term of 25 years
    • A commercial approach, seeking to purchase innovative, value for money driven outcomes
    • Ownership remains with the service provider
  • Preferences:
    • Consortiums and collaboration between agencies/organisations is encouraged. Consortiums can be place based or cohort specific.
    • Maximise land contributions outside of govt.
    • Providers may have a variety of projects in one transaction.
    • Use existing regulatory framework of registered CHPs.
  • Phase 1 to be awarded Sept 2016. EOIs by March 2016.
